Mr. Abdur Rauf Khan

Abdur Rauf Khan is a dedicated community leader and veteran grassroots political organizer with over four decades of service to civic engagement and voter empowerment. He currently serves as President of the Pakistani American Voters Association (PAVA), continuing a lifelong commitment to public service that began in Illinois in 1982 and has extended to Texas since 2000. Mr. Khan has held numerous leadership roles, including Executive Board Member of eMerge TX, Board Member of Pakistani American Volunteers, Inc., Director at Large for the Pakistan Chamber of Commerce USA, and Precinct Chair in Harris and Fort Bend counties, where he helped mobilize voter turnout and civic awareness. He is the recipient of two Lifetime Achievement Awards—one from the Pakistani American Congress in 2000 and another from the President of the United States in 2023. Mr. Khan earned his law degree from Gilani Islamia Law College in Multan, Pakistan.

Mr. Azam Akhtar

Mr. Azam Akhter is known for his strategic insight and dedication to civic engagement. He is a well-informed and engaged community leader with a strong interest in civic and political affairs. As a Board Member of the Pakistani American Voters Association, he brings valuable experience from his service as a Precinct Chair in the Fort Bend Republican Party and his active involvement in leadership roles across several Pakistani American organizations. A proud alumnus of University of Karachi, Mr. Akhter remains a committed supporter of his alma mater and its alumni network. He is dedicated to strengthening community ties and promoting civic awareness and participation among Pakistani Americans.

Mr. A Rehman Patel

A Rehman Patel is a seasoned civic leader and grassroots organizer who has proudly served the Fort Bend County community for over 25 years. As an elected Precinct Chair and officially certified Volunteer Deputy Voter Registrar (VDVR), he plays an active role in strengthening democratic participation through voter outreach, education, and engagement.
 
Mr. Patel has been consistently involved in local, municipal, and general elections, working on the frontlines of civic responsibility. His leadership includes attending the Texas State Representatives’ oath ceremonies in Austin (2023 to 2025), and representing the Muslim American community annually at Muslim Advocacy Day in Washington, D.C. (2023 to 2025) hosted by the U.S. Council of Muslim Organizations (USCMO).
 
In recognition of his outstanding commitment to public service, Mr. Patel was honored with the President’s Volunteer Service Gold Award in 2022—one of the highest civilian awards for volunteerism in the United States.

A graduate of the Fort Bend Citizens Academy, Mr. Patel brings deep knowledge of local governance and a strong commitment to service, advocacy, and empowerment. His work focuses on uniting communities, promoting voter participation, and building bridges between public officials and the South Asian and Muslim American communities.

Mr. Shahab Alvi

Mr. Shahab Alavi is a strong voice in the Pakistani American community with a commitment to civic involvement and public service. As the Treasurer of the Pakistani American Voters Association, he plays an active role in ensuring transparency in financial reporting to advance the Association’s programs and outreach. With years of experience supporting grassroots efforts and building coalitions, Mr. Alavi is deeply invested in ensuring the Pakistani American community is informed, empowered, and represented in the democratic process. His leadership is grounded in a belief that civic responsibility and community unity are key to advancing shared interests and building a stronger future for all.

Ms. Sobia Siddiqui

Sobia Siddiqui is a dedicated advocate for civic engagement and community empowerment, currently serving as a Board Member of the Pakistani American Voters Association (PAVA). With over five years of experience in content writing, communications, and community outreach, she brings expertise in media strategy, public relations, and civic organizing. Sobia has held key roles with organizations such as ICNA, Emgage, and CAIR, where she managed regional operations, social media campaigns, and census outreach. Her work reflects a deep commitment to amplifying underrepresented voices and fostering inclusive civic participation across the Greater Houston area and beyond.

Ms. Sofia Sheikh

Ms. Sofia Sheikh is a dynamic community leader and passionate advocate for civic participation, diversity, and nonprofit development. As a Board Member of the Pakistani American Voters Association, she brings extensive experience in nonprofit leadership and public service, combined with a lifelong dedication to empowering communities through engagement and representation. She currently serves as the Executive Director of the Asian Pacific American Heritage Association (APAHA), where she works to celebrate and promote the contributions of Asian Pacific Americans in Texas.

Sofia began her professional career in financial services and transitioned into the nonprofit sector through a range of charitable and volunteer leadership roles. Her leadership style is rooted in community service and inclusion, and she has successfully led organizations through change while advancing their core missions.

In addition to her role at APAHA, Sofia is the President of the Texas Democratic Women of Fort Bend, President of the Lone Star Exchange Board, a Director of Fort Bend County LID 11, and a member of the State Bar of Texas Grievance Committee for District 5. She holds a bachelor’s degree in English Literature with a minor in History and Geography from the University of Karachi. As a first-generation Pakistani American, Sofia brings a rich understanding of cultural identity and community representation. She resides in Sugar Land with her husband, Nadeem, and is a proud mother of three children.

Mr. Moiz Abbas

Mr. Moiz Abbas is a seasoned political organizer and public servant with a strong track record of engaging diverse communities in the democratic process. As a Board Member of the Pakistani American Voters Association, he brings a wealth of experience in local politics and electoral processes. Mr. Abbas currently serves as an Election Judge with the Harris County Elections Office, ensuring fair and transparent voting practices. He previously held the role of Precinct Chair in the Harris County Democratic Party and was a candidate for the Texas State Legislature in 2014, running in District 135. His campaign experience gives him a deep understanding of voter outreach, community mobilization, and the challenges of political representation at the local level. Mr. Abbas is passionate about empowering underrepresented communities and strengthening democratic participation. Through his leadership, he continues to work toward increasing political awareness, voter registration, and active civic involvement among Pakistani Americans across Texas.

Mr. Sattar Qureshi

Mr. Abdul Sattar Qureshi is a seasoned professional and community leader with a distinguished career as a Senior Licensed Aircraft Maintenance Engineer. Over the years, he has not only contributed to aviation safety and technical excellence but also served on the Interview Board responsible for promoting Licensed Mechanics and Authorized Engineers, reflecting his leadership and mentorship within the industry.

As a Board Member of the Pakistani American Voters Association, Mr. Qureshi brings the same commitment to precision, responsibility, and service to his civic work. He is a passionate advocate for voter education, civic participation, and the political empowerment of the Pakistani American community. With decades of grassroots involvement, he has played a vital role in fostering dialogue between community members and public officials, organizing outreach efforts, and encouraging democratic engagement. Mr. Qureshi’s unique blend of professional expertise and community dedication makes him a valuable asset to the organization’s mission and vision.

Ms. Nabila Mansoor

 Nabila Mansoor has spent the last several years working to improve political awareness in underrepresented communities. She is currently the Co-Executive Director of Asian Texans for Justice and Rise Action Fund, two civic engagement organizations committed to uniting, organizing, and supporting the AAPI (Asian American Pacific Islander) community in Texas. 

Nabila is also past President of Asian American Democrats of Texas and President of the Texas Multicultural Advocacy Coalition. She was the first Executive Director of Emgage’s Texas chapter and led ECI’s (Empowering Communities Initiative) 2020 Census initiative to ensure a full count of Houston’s AAPI population. She currently serves on the Board of Municipal Utility District (MUD) 137.

Nabila has spent much of her professional and personal life in activating citizenship across differing groups of people. She has a background in community organizing, leadership development and strategic planning. She holds a law degree from University of Houston Law Center.

Mr. Qaisar “Q” Imam

Qaisar “Q” Imam brings over three decades of leadership experience spanning program management, civic engagement, and community development across private, public, and nonprofit sectors. As Director of Community Organization at PAVA, Q is responsible for expanding outreach, strengthening civic education, and mobilizing Pakistani Americans toward greater political participation.

Q has served in leadership roles at the state, county, and local levels of Texas politics, contributing to policy development, community advocacy, and grassroots mobilization. His leadership includes service as Co-Chair of the Fort Bend County Precinct 4 Business & Economic Development Transition Committee, where he worked with diverse stakeholders to develop actionable policy recommendations. He also led the Fort Bend County Task Force on Pandemic Childcare & Education and managed the County’s ARPA-funded Childcare Voucher Program, benefiting nearly 1,000 families and over 150 childcare centers.

Professionally, Q held senior roles at PricewaterhouseCoopers (PwC) and IBM, where he advised Fortune 500 clients and led large-scale program delivery, risk management, and operational excellence initiatives. He continues to bring that strategic insight into his public and nonprofit service.

Civically, Q serves on numerous nonprofit boards, including the Literacy Council of Fort Bend, Fort Bend Rainbow Room (Past President), and previously as President of APAPA Houston. He also served on the board of Emgage Texas and made history as the first Muslim-American District President of the Texas-Louisiana Gulf Coast Exchange Clubs.

An alumnus of The College of Wooster, Q was awarded the prestigious William A. Galpin Award and is the first Pakistani American elected to the college’s Board of Trustees. He resides in Sugar Land with his wife, Dr. Bushra Cheema, and their three children, all graduates of Fort Bend ISD. Q continues to advocate for equity, representation, and civic empowerment in communities across Texas.
